The ARB shall be composed of a minimum of five (5) nor more than seven (7) regular voting members, a majority of whom shall be City residents or property owners. The members of the ARB shall be appointed by the City Council. Members shall have a demonstrated interest, competence, or knowledge in architecture or historic preservation.
